The spikes are a good idea when you have control tyres in parc ferme. The spikes are numbered (different colour for each class)and it makes it quicker and easier to move them in and out of the control area - which you need when you have 30 drivers collecting their tyres ready for their heat and another 30 trying to hand their tyres in.
The old ones that I described worked fine and I don't remember seeing lots of people walking round with an eye missing but the new design in better from the H&S side and probably required these days.
