I doubt if anyone condones violence between drivers (or spectators/team members). You say that you witnessed two incidents - did you speak with the injured party and offer your support as a witness?
Maybe the officials were busy with other duties and did not witness these attacks (I was not there and so have no idea who saw what).
The drivers who were punched could have lodged a protest with the support of the witnesses.
If no action was then taken it would be a very serious concern.
the drivers who were punched in the face were the victims of an assult and could have called the police - it is not only the officials who can take action.
