I must admit that I am finding it difficult to understand your views.
You say you are not anti-rotax but surely the point about coke build up etc could apply to any engine sealed or unsealed. If your joe bloggs is not mechanically adept then he will have to use an engine builder to get it to optimum performance.
When you say you could mill off 0.25mm and it would never be found out, this implies to me that it is against the rules and therefore a seal makes no difference. Are you serriously suggesting that if a team has a sealing licence gthey are more likely to have engines which do not meet the regulations?
This aim for FAIR Racing always seems to focus on the mioney spent on engines - SP engine debate on the 4 stroke forum, comer cadet engines selling for £20k. Would you also want to stop drivers changing their chassis every few meetings or using carbon fibre seats or floor trays? There was an outcry when chassis protectors looked like being banned with people saying that only the wealthy would be able to ride kerbs and would therefore have an unfair advantage
The big teams tend to race at the tracks where S! rounds will be held so that still leaves plenty of tracks where the drivers are less likely to use `special' engines.
