This is not the case.
Lets call the anular ring or anulus the area around the needle whilst it is in the 266 main jet emusifier tube.
The needle only has an effect on mixture whilst the anulus area is less than the main jet cross sectional area (that is the only thing left limiting the fuel/air mixture flow). Therefore the smaller the main jet you run the earlier up the throttle oppening you are relient on the main jet and not the needle.
