Need help with axle keys

Just fitted a new axle. It has the recessed keyways for the brake disc and sprocket and pegged keyways for the hubs. I bought the recommended keys and all is well with the brake and sprocket.
The pegged keys however seem to be to high to get the hubs over without forcing them which I dont want to do. Had a look at other pegged keys and no spec is given as the size so I assume they are all a standard thickness,5mm?
The pegged keyways are not recessed. Any clues ?
