It all depends on the weight of the driver and how far forward you move it.
All the weight on a kart acts as a 'lever' on the front and rear axle centres. If the wheelbase is a fairly normal 1040mm then a 1kg weight placed in the middle will apply 520 kgmm to both front and back. If your driver weighs 50kg, the if he was placed over the rear axle he would exert (1040-0)*50kg =52000kgmm. Obviously to affect that by one percent, you would have to apply 520 KG mm. That could be 1KG at the mid point (520mm away) or 10KG 52mm (2 inches) away.
So if your driver weighs 50kg and your current weight distribution is 60 rear/40 front the the centre of the and you want to make that 59/41, you can move 1 kg from behind the seat 520mm forward and so on.
