Comer is without doubt the biggest chequebook class (excluding KF which was always going to be more expensive than the 100cc it replaced and is barely alive anyway). Much of that is the over-entusiastic dads but, as you've stated, the engines and carbs do make more of a difference in Comer than other classes. You certainly don't have to pay £10k for one, but you do have to pay, and the differences are instantly noticeable on the stop watch.
Many will say your setup, driving ability etc make more difference and these more than outweigh the differences in engines, but that conveniently ignores the fact that your competitors will also have a good setup and be good drivers etc etc. I think most people can accept that it costs to have good kit, but they struggle to accept that it costs as much as it does and can be so difficult to obtain at the right price.
My view is that all engines should be unsealed and allow blueprinting/fiching. This typically allows a competitive engine to be bought and tuned for about 30-50% more than the cost of an off-the-shelf one. The only other way to get away from this selected parts nonsense is to allocate engines, and I can only see that working in national championship single make classes.
