Please read this carefully, it is for 1.1.12 not next year. The ABkC and Kart Sporting Committee are in discussion with the MSA to keep the cost of the new licence at a nominal price, don't know yet exactly what that will be, but much less than a comp licence.
Unfortunately some parents are not well behaved, and if they are to be fined, better them than the minor's licence getting points
