Hacksaw the axle into however many pieces you need to remove it, leaving the bearing hangers in place. Fit the new axle, get back karting.

Then consider the best method to get the bolts out. Be it welding something to the head, carefully grinding/drilling the heads or washers off if there is room. Replace the bolts at your leisure one or two at a time.
