So the regulations say I'm not capable of deciding whether an 18 months old helmet is good enough to use just because it happens to have a different sticker on it, even though the rest of the world allows the helmet to be used for a further 3 years(Type A).

But it's quite alright for me to make the decision to repair and paint a helmet, however badly damaged, as long as it has the right sticker on it.

Given the OP's situation I too would probably buy a new helmet. My complaint is with the inconsistent regulations, that always seem to favor the commercial side of the sport. If all type A helmets were removed because some of them were deemed to be too old and those people with them needed saving from themselves then all painting of helmets should be banned as well, for exactly the same reasons.

But we all know why that wouldn't happen.
