Why are you heating them? If anything, you need to increase the clearance between the bearing and the wheel or hub, not reduce it.
As already suggested, make sure you only touch the outer part of the bearing when pressing or tapping them in.
Heating the wheel or hub will certainly help if you are finding the fit very tight, though that is not normally necessary. Are you sure you have been supplied with the correct bearings?
