Throttle return spring is connected...i think properly....its pulling the throttle back into full throttle, which sounds daft, but there is no other way it can go on.

Its a manual choke so not that. It must be the governer, although that was never touched when it was taken apart.

I have no idea how governers work? Do they break often, is it likely that if i just take it apart i can correct it? How do they even work....haha....

At the moment its set up so that the springs pull it to full throttle, and the governer will then close the throttle as required.......does that sound right??
