The wording is "components solely attached to the underside of the chassis tubes that may contact the ground" I think the scrutineer may have made a mistake if the protector was fitted in the same way as brake disk protectors usually are.

The change can be found in the Motorsport Now Magazine Page 42, U16.3.6
