Simon - all I can say for certain is that when my lad had his first cadet race on yellow plates he got a place penalty without points.
He started the formation lap in 4th place but the 2nd place man went off and so he moved forward and actually crossed the start line in 1st.
CoC spent quite a bit of time looking through the Blue book because he said he was looking for a place penalty that would not involve points.
I have also seen cases of exclusion for underweight where no points were awarded but these have been less than 1kg under.
As I said, you need a CoC or someone more experienced about the rules to give the definitive answer but it seems to me that C2.1.7 is to determine the number of points when they are awarded rather than being a clause which says `if you are excluded then you must get points'.
