If you look at the order forms then all becomes clear. For the first round you have to buy a set of wets and also have the option of buying a reserve set.
At the end of the round you can have the tyres bagged at a cost of Ł5 per set and carry them forward to the next round. The order forms for rounds 2 onwards state that you must buy a set of wets unless you had them bagged at the previous round.
The idea of the reserve set I would guess is so that if you go out on a drying track in one of your sessions and turn your new wets into inters then you have a set available if you wish to use them instead - it also puts the onus on you to have a spoare set of wets rather than the supplier to carry spare stock.
