You can, the markers are there to identify it apparently. Bit in France, where fuel cheating is virtually endemic, it is said that fuel enhancers are available that beat all the current testing. Championships here have Parc Ferme fuel and unopened oil. They even go to extreme of removing labels from oil bottles to check for traces of syringes being used to inject additive.

As for the profit on control fuel, I think it's a bit like colemans mustard profit in the days when it was powder. i.e. They make the money on what you mix but don't use.
