I think the 5 gallon limit is the max you are allowed to fill at a petrol station into a metal can (subject to the fuel stations own rules - which sometimes state only 5l plastic) but you can carry more than one of these cans in a vehicle legally (but maybe not store it at home). I don't think the 5 gal limit applies if you are purchasing it in drums. And yes, ATOL will definitely have all the licences they need to supply fuel.
