As i understand it, blue doesn't have a seal, and has quite a few restrictors making the class very even (in junior and senior). Whereas there's been lots of talk about good and bad rotax engines depending on the batches etc.. and there sealed. But i think blue is mainly raced up north, so you might be better off with a max, but i don't know much about the two classes, just what i've picked up from reading on here. Thomas.........
