Regarding your initial question it has been answered several times by other members, however I notice by your profile that you are like myself a cadet father
So although the helmet itself may be legal to use, there are "talks" going on to decide if it should be compulsory for cadets to use the CMR (childrens motor racing) standard helmet in the uk from 1.1.2011. you can read the proposal for yourself at the following link.
