The standard of the test does seem to vary and it seems that some testers are very lenient - maybe because they want to increase the numbers racing at their local tracks.
When you get a newly passed novice being lapped in a 6/7 lap heat it does suggest that they have been passed too easily and at tracks like Shenington and whilton where you can have big grids then this could be a safety issue. Howevr, there are tracks where you only get betweenj 6 and 10 in any class and a slowish novice will not be such a problem.
Having said that i am sure we have all seen drivers who progress to their full plates - especially in Cadets - and still look unsafe.
