You're absolutely right that cheque book racing will happen in every class - including Honda.

The point I was making is that the Honda engines are typically an order of magnetude cheaper than the equivalent Comer.

Honda "box stock" brand new RPM engine = Ł200
Race tuned RPM Honda engine = Ł400
Selected parts RPM Honda engine = Ł800

... and you only need one engine due to the reliability ... and it's not sealed so you can do what little work is required yourself !!
