Brake servo movement help!

Can anyone give me some advice?
I have a 2004 birel WF from Pro-sport which I use for fun use. I was giving it the once over and I noticed there was quite a lot of travel in the brake servo arm. The pads are good with 15mm of meat left. Its a twin piston caliper. I can't see any sign of leagage etc. The pistons move equaly and smoothly and return cleanly.
The problem -- The servo arm moves about an 1.5 inches before the pads engage the disk. this seems excessive to me! As the pads wear down I can only see the lever travel getting longer!
Is there any adjustmant that can be carried out on the brakes. There are two return springs which pull the pads and piston all the way back. The only way I can see to reduce the is to put shims behind the pads to reduce the gap between the pad and the disk.
Or am I being stupid and missing something.!!

I've adjusted the servo lever to brake pedal so I can use it still.

Any help appreciated.
