Tom,
You can apply for your novice licence and arrange to take your ARKS test. In order to progress to your full licence you will need to collect your five extra signatures but to get these you need to take part in races not just practice days.
If your kart is not race legal then you would need to either buy a newer one or hire one for race day.
Once you have collected your signatures you can upgrade your licence but do not have to do that immediately.
