Did you read the artical in Karting mag a few years back when they added an extra 10 kg of brake discs to a kart axle ( and removed 10kg of static ballast) and did a series of back to back lap times ????
There was NO detectable difference in times..and that was with an extra 10 kg of "rotational inertia"

Anyway, you can get alloy wheels that are lighter than "mag" ones.
It all depends on the design.
