Well its not used as fuel when its used in this way.

A part of the fuel is used for in cyclinder cooling. Petrol is pretty in efficent at doing this but water is 9 times more efficetive.

generally we use to replace 20-30 percent fuel with about 10 percent of water. The effect is best when used on an engine that needs to run rich to survive ie at high boost we were running 1700 Deg F egt and high 10:1 Afr. Adding water would take about 300 deg F off the egt and allow us to advance the ign timing to take advantage of a slower burn and also to lean back to 12:1 afr ish. This was pretty safe and we ran the motors to there max egt with out 1 single loss in 2 years.

F1 played with water back in the 80's but it was banned by the FIA. I seem to remember ferrari being in a hearing with water and a flame to prove it was not an octane booster or fuel. There fuel had water laced to it by the fuel company.
Also rally cars used to run aquamist systems allong with the JCB turbo diesl top speed car....
