Rub the axle down with a very fine piece of emery cloth then cover the axle with wd40.Ensure the bearings are clean and smooth inside. Use a flapper wheel for a couple of seconds attached to a drill to clean/smooth the insides. The bearings may not be exactly aligned - loosen them off. Hope this helps.
