Have clubs build kerbs like the ones at Fulbeck. You don't ride them under any circumstances. The problem is if you get forced onto them you get beached! This cost Matt the Hodna cadet championship in the good old cheap days of racing.

If you ride these kerbs you will go slower and you will have to throw the kart away after the race meeting.

ITPRO - Problem solved - until you start complaining that the "works drivers" forced you over the kerb and destroyed your kart! If you think that would be bad it happens all the time in FF, FR, FPA etc and it's always the rich kids who know nothing about the value of money.
