Both clsmatt and grimsbypirate have written that they are upset by the way people drive.

Both of them seem to think that it is someone elses's responsibility to do something about it.
(I'm not really picking on you, the idea that it is someone else's responsibility is quite common)

As to the training of marshals, that is a sore point with clubs. They can usually only just get enough marshals to fill the minimum number of posts, and more than once I have heard clubs appealing on race day for people to fill the posts or racing cannot go on.

Also we should be clear that the job of the flag marshal is to observe for the occurrence of incidents (not their cause) and get the right sort of flag out, not police driving. They are often used for both jobs, but it isn't their primary task.

Clubs cannot pay for another 10 bodies as observers, nor for lots of additional training.

So, if you want someone to police your (cadet) racing, are you willing to police someone else's race or provide someone who could, if your time is all taken up with kart preparation?

As for the point about friends in other classes, one has to ask again whether you would be equally content if the observers for your class were equally biased but against you? How would you know which corner was manned by your friend or that they were the only observer at that corner?
