Neil I think the problem starts further back at the ARKS stage. We seem to be seeing more and more drivers in club races who are way outside the 10% of pace range. Some of these are still outside this range when they move to yellow plates at which stage they can be anywhere on the grid - even on pole. It is crazy when the lights go green and someone breaks when all around are accelerating but it does happen - too often.
Perhaps as a start we should have a rule that a race only counts towards the licence upgrade if the driver finishes on the same lap as the winner.
This would mean that a spin or take-off would penalise a driver harshly but it would also avoid the situation we all see where drivers are being lapped in a 6/7 lap final - it should not happen on a regular basis.
Clubs need entries for the Sunday race to keep income without raising prices too high and we also need to encourage more people into the sport so it is easy to see that an examiner could be a bit lenient on lap times - maybe that would be OK if the rules were made stricter on upgrading from a novice licence.
