The collar on top is so that when you push on the wheel it takes some of the force from the front bracket and channels some of it down the tank tubes.

I did it on all our 'Tony' type chassis after I saw some completely snap off in 177.

Don't butt them right up to the plastic, leave a 1/2 millimetre gap.
