It seems to me a big assumption that they will get the rental customers in to fill that extra time, but I guess they must be confident of that. They should know their business.
The other thing that seems odd to me is that other tracks, like Bayford, seem to thrive on about a 50/50 split of rental and owner driver. I have heard that they also rely heavily on the income from rental but is it just that they're not so much in it for the money? I don't live in the area myself but it must be that Buckmore is a particularly big attraction for local brown-shoe drives; perhaps it is their marketing.
Thirdly, they mention the decline in MSA racing but fail to mention that this is offset by the rise in IKR. I guess they must have discussed IKR and decided against it.
