In my mind, it's not safe. All high speed corners should be designed with some element of run off. It's not good enough to say "if they are in control" or "of if they drive within thier ability" because anyone can get tag'd from behind or involved in someone else's accident.
Strikes me that it's another example of stuggling to enforce a rule (track limits) so we'll take the hassle of enforcement away by making, what was intended to be run-off effectively the track.
It's especially dangerous during heats, when in the early laps, you can have some of the very fastest, trying to make progress from mid and rear grid positions. You often see the more timid (newer) drivers being overtaken on both side exiting that corner and on more than one occasion I've seen one twitch left because of a kart coming through on their right, only to be clipped by the kart coming through via the concrete run-off.
The track limits should be set, via either white-line or curb and then fairly enforced
