I don't know it's the "bogged down in regulation" that matters Alan, here we are talking about the basic regulation that underlines all motor sport except one specific discipline:
Thou shalt not deliberately bump into someone else or drive in a way that impedes them.
No matter how you dress it up, that is cheating and potentially dangerous and certainly very unfair.
Where IKR is good is that if you drive like an @r5e you can be kicked out, no argument. In MSA you have this stupid appeal system where the rich often get away with it.
I was at a car race in Holland earlier this year. One of our grid's competitors caused an avoidable accident - we saw it and said "ooh that's a bit Rotax" - and he was black flagged instantly, sent home, told his entry wouldn't be accepted for the next race. This was of course an official FIA event with the full might of the appeal procedure, but it was torn up and the guy was summarily dismissed. There was no more contact from any grid all meeting!
That's where the MSA is lacking, no back up to the clerks who make a decision, we bend over backwards to be "fair". Maybe it's a British disease?
