It's normal for new bearings to be like that. Once the kart gets up to speed, the heat generated will free them up and they'll spin freely.

Drilling the axle isn't a stupid idea, plenty of people do it. I've never bothered myself but I did read quite a comprehensive guide written by a contributor on here who recommended it
