Guys

Are clubs applying the 10 place penalty to anyone whose bumper has moved but hasn't dropped into the "groove"?

The reason I'm asking is that my bumper naturally moves forward from the silver hoop by about 3mm. This will look as though I have nudged someone when it actually left the pit like it.
