Sorry, I mis-read it.
The ABkC started in 1990 with the steering group having a place and with votes for any promoter running a British or ABkC National championship, added in the BKIA, and added representatives from the classes and disciplines (eg gearbox and non-gearbox). Other than the championship promoters the clubs nominate all these other posts so voting is always club rep dominated. It has always been much quicker in the long run to make decisions with the help of those running our championships as in karting a whole lot of things tend to bind together. It may be in the new world of class chosen promoters from 2017 that some of these things might be better re-thought.
The Super One did not help to make the decision on who to choose for the ABkC National Championships, they were one bidder amongst four at the last tender and of course were not party to the final decision. Really it comes down to who is prepared to put time and effort into governance of the sport.
Regarding only those present allowed to vote, that seems pretty normal, my club has the same rule at its AGM. If you are not there then you don't get to hear the debate. This year subject to the AGM decision, we are adding a specific Honda Cadet and a Driver Representative to the steering group.
