Good point Simon s, we do the same and use coach bolts but as sets - fully threaded, dome head with square under the head. Since using these we have replaced many without any getting stuck. This grade of bolt is usually weaker grade 4.6 or less. This is better than the standard 8.8 hex bolt as it allows the bolt to bend when the bumper is hit, without bending the end of the chassis or the bumper structure. They are cheap and easy to replace. For race day never bend a bumper bolt back straight after it has been bent - it will break when bent again and your bumper could drop giving you the old black flag with the orange dot! If you can make up spare sets with rubbers ready to fit fast between heats.
