Once you have decided that 'popular vote' (ie 30 of your friends) ought to be allowed to bypass the rules as written down, then where do you stop?

It isn't the majority of people. This forum for example represents about 3% of all MSA drivers and a vanishingly small percentage of IKR drivers. Even BKDA only has 950 'followers', but only a tiny proportion of them take part in any of the 'discussions' or presumably agree with the conclusions.
