It is not up to the MSA to enforce minimum heats/laps. Maybe the ABKC could make a recommendation but it has to be for the clubs to decide taking into account running costs v income - you could always join the committee and help to change things.
A club like Rissington has to cover all the costs of maintaining the track and buildings. Other clubs may only have to hire the track for the weekend as costs are covered by the corpotate karting business.
Clubs also get income from Saturday practice but if the forecast is for one dry day and one wet then some people feel the practice day would be wasted.
One solution would be for clubs to charge entrace fees on the day based on number of entrants to ensure they cover all costs but then you may pay Ł50 one meeting but Ł80+ at the next.
