That's not accurate.

In my experience they are arranged with little to no notice and then at a time and venue which makes attendance extremely difficult, with no provision for encouraging debate, proxy votes etc.

It is evident that Club Committees generally don't want the members passing awkward resolutions. Perhaps your club does actively promote involvement and gets nowhere. Others actively undermine and prevent involvement (and complain when there is none.)

The big issues here with this rule are:

1. There's no provision for a replacement pg when one is required. There's no good reason for not allowing this.

2. even when a pg is suspended, it has no material effect. another pg can simply authorise the suspended pg holder to sign on under their license. So much for the National Council sending out a strong message!

As with driving standards, the clear message is "carry on"
