The PG licence does have some value in some situations, notably making sure that someone takes responsibility for any fines incurred by a minor.

It also adds apparent credibility to the MSA "Under 18 Protection Policy" which allows the MSA and the ABkC to turn a complete blind eye to the fact that children are most at risk from other entrants (and adults encouraging them) who bear no real responsibility under the regulations (although in English law they do) for the consequences of careless / indifferent / malicious driving.
