I'm interested by this too. I've raced at 4 circuits this year, and everyone has used the kerbs without penalty. The rule states you're allowed as far as the outer edge of kerbs where they exist, with the white line rule only being for where there are no kerbs. Exclusion is given as an option for drivers repeatedly leaving the track, which I have not been alone in trying to avoid. However a lot of people seem to be unaware of the changes to Q14 this year. (I'm thinking second half of the chicane at Hooton Park specifically, as it's fairly common to stick half the kart width over the left hand kerb, and I reckon if you do that habitually you are probably due an exclusion.)
