Don't think so. In all areas there are those who are effective or interested in the design and mechanics, and those who aren't, know it and pay someone else to do the work for them. One might just as well say that in karting, more than any other area of motorsport, there is a culture of contempt for those who recognise their own limitations by those who claim to have mechanical skills, whether or not they do.
It isn't helpful to stereotype karters as *ankers, it simply increases the problem by antagonising and polarising people.
