A lot of ifs and mights in there. Rotax killed a lot of classes. Plenty of people are competing well on cast barrels. I don't see any evidence that CNC are significantly better. Yes the process helped tal ko to machine to finer tolerances so there's less variance but that's probably it. You'll get less bad CNC motors than cast because the manufacturing process was improved.

2 popular classes that use proper kart engines, produced to fine tolerances (relative to moped and generator engines). These 2 classes are widely renowned to have the best engine parity. Neither allow machining of the engines. I'll leave this one there.
