The rule presumably has a reason. If everyone machines their engines within a gnats whisker of the fiche, way beyond anything that would ever come from the factory, then the class will become more expensive. We've had a bit of criticism over TKM rules recently, rear bumpers, torsion bars and now engine mods. Those rules are all designed to keep costs down and the class has been around long enough to suggest there is some merit in that.

I agree though that nobody other than the builder and the customer knows what really happened hear so people shouldn't be too quick to condemn either.
