You need to take into consideration the point that you will be using the basket to suspend the carb, therefore three litres may not cover the whole of the carb body when it's immersed.

If it isn't fully submerged, you can get a 'tide mark' around the exposed area which can be difficult to remove.

If you want, I'll put 3 litres in mine with the basket and see if it covers the carb as I usually fill it up to the top.
