While I appreciate the difficulty of drafting the regulations, you do seem to have fallen into the trap that bedevils the MSA.

In one part you say that drivers must use the track and the kerbs are not part of the track, in another part you say that provided one wheel is touching the white line, the rest of the kart can be "outside" the track.

Hence, to all intents and purposes, the only kerb that will need care is the outside of pit bend by the dummy grid.

Coincidentally the majority of class heats observed at Clay do in fact leave the track at this point, often quite deliberately. So I should think the first heat involving a number of club drivers will see a mass of black flags for frequent departure from the track and an interesting redefinition of 'safe rejoins" (ie: flat out to stop the kart behind catching you)

Or will common-sense preclude the enforcing of the rules, just as it does in other situations?

I agree this is simply the old "Is Kerb-riding legal" argument but it does make it more difficult to instil a sense of driving responsibility if drivers know that 'staying on the track' isn't really enforced, so it's probable that "No contact" will be equally flexibly interpreted.

(And yes, I think the MSA have the description right. The kerbs are a safety area, outside the track and regularly needing a safety area or deliberately driving onto a safety area is unsafe driving, however much fun it is)

And yes, this means observing Billies, the Esses and pit bend for regular infringements, also noting that the quickest way down to Billys is to take a big chunk of green at the inside of the Kink, which gives a much improved line into Billys, worth about 3 kart lengths. Do it right and the right hand front wheel is about three inches above the track, but 'inside' the white line and therefore legal under IKR rules

Of course, after the first few heats, you might need new turf on that corner.
