Well I knew it would be controversial!

But, yes, in short

1. It would encourage the "top" driver to overtake fairly, rather than resort to firing anyone off. If it's a "one off" win by a relative novice, then it wouldn't affect the championship standings, except for the penalised driver

2. The point here is to even things up for the victim and give them an incentive to protest, where there is currently none at all
