A couple of things that helped us in cadets. Firstly, instill the idea of no half moves. You see a lot of cadets repeatedly starting to make moves only to back out and lose momentum. The second thing that worked well was putting my son right at the back of a 30 kart grid on practice day and telling him he coul have £1 for every driver he overtook cleanly in the session. It really helped him to focus on overtaking without hesitation. Cost me £25, but my son really enjoyed the driving style, making some outrageous moves.
