Except that it isn't the duty of your GP to report it to DVLA, it's yours.
There's 134 types of medical condition on https://www.gov.uk/health-conditions-and-driving
which you should tell the DVLA about, and some of them might not be relevant to racing karts.
The incentive for telling the DVLA is that: " If you are involved in an accident and it is found that your health condition was a contributing factor, you may be prosecuted and your insurance may not be valid."
In other words, it can cost you a life changing amount of money.
The same is true in karting.
Just having a driving licence, without seeing your doctor regularly, isn't an indicator of being able to take on the stresses of racing.
How would you prove / record that you had seen your doctor at least once a year, for a proper check-up?
